they are in the case of the FOI hearing he has no problem pushing his men

There is nothing troubled or troubling at the MVFD except that it is constantly being harassed by Mr. DeAngelis’s FOIs, regarding information that either he can easily obtain from Town Hall, or for information that he is not legally entitled to receive.
Once again, here is why. There are two entities at work.
1) The Middlebury Volunteer Fire Department. This is the Town Department that receives funding through taxpayer dollars. This is the Town agency that puts out fires, cuts people out of their cars, and pumps resident’s cellars in the dead of night. These taxpayer dollars go to purchasing fire fighting equipment, turnout gear, apparatus and maintenance, fuel for the apparatus, heating oil for the building, etc...
2) There is also the Middlebury Volunteer Fire Department Inc. This is the “club side” of the private organization that raises its own money. This is the organization that puts Thanksgiving dinners on the tables of less fortunate residents, donates to the food bank, sponsors Little League, sponsor’s the Halloween party for the entire Town, gives scholarships to high school seniors, and outfits the Firehouse with essential non-fire fighting equipment such as all equipment for the kitchen, and most all furniture in the building. None of the funds that come into the MVFD Inc. are derived from taxes.
Under the MVFD Inc. is also the Fire Department Ambulance Fund. This part of the organization uses a billing company to bill those who require the ambulance. All funds collected through billing go towards maintaining the ambulance, purchasing supplies and equipment, and paying $80,000 each year to Campion Ambulance for Advanced Life Support services. Any funds that are left over at the end of the year go towards a fund for purchasing a new ambulance. The MVFD Inc. has a new ambulance on order that will save taxpayers around $190,000.
These are two distinctive organizations. Mr. DeAngelis and Mr. Buckley are attempting to blur the lines between these two organizations. Mr. DeAngelis is entitles to see all information on finances that relate to the Town-side of the MVFD, or in other words, the fire fighting side. These are the funds that the Department derives from taxes. He is not entitled to see financial records from the “club side”, or the part of MVFD Inc., the side that does not receive funds from taxes.
The MVFD Inc. Treasurer does not handle taxpayer funds at all. The MVFD Treasure handles the books of the MVFD Inc., or the “club side.” Since Mr. DeAngelis is not entitled to information from the “club side,” the Treasurer’s appearance at any FOI hearing is irrelevant.
The sentence that Paul Perrotti is pushing men in front of him is ridiculous. Its a vain attempt of Mr. DeAngelis to create an artificial smoke screen of chaos that does not exist.

Wrong, again! The taxpayer funded sides of the Police, Fire Department and Public Works all come under the direction and oversight of the Board of Selectman. That is why we have this board; to oversee these various departments.
Former First Selectman Ed St. John attempted to pawn off his elected responsibilities, when he appointed his now defunct, and politically motivated fire commission. The commission only proved to be a new unnecessary layer of bureaucracy, and a threat to not only firefighter safety, but the safety of the entire community.
So where is the oversight? How are bills paid? When the Fire Department receives a bill, the Fire Chief authorizes that the bill get paid. The bill is then sent to Town Hall to the Finance Department. The amount of the bill is then deducted from the proper line item account from the budget, and a check is cut. The check is them forwarded to the Fire Department liaison who will verify whether or not the bill and payment is legitimate. Once approved by the liaison, the check is then signed by all three Selectmen. The MVFD Inc. Treasurer is not involved in this process at any point.
There is not a lot to oversee when it comes to the Fire Department budget. Over the last two years the Department’s budget has been reduced by almost 14%. These are cuts made by the Chief and Officers. The FD budget is about half that of the Library. The current budget for the Department is $209,000. When you take into account that maintenance costs, fuel costs and other associated costs go up every year, the Department should be commended for doing their part to keep taxes down. After all, paying only $209,000 per year for a Volunteer fire department is a bargain. A paid department would cost millions.

That argument is just silly. Mr. DeAngelis has obviously forgotten that Mr. St. John was and is a member of the Fire Department, and was so for his entire time in office. It also must have slipped his mind that Tom Proulx, was a Selectman for over twenty years, and has been a member of the Fire Department for over 50 years. This is a disingenuous argument. The taxpayer side of the Department is clearly spelled out in the budget - line by line. Read the budget. That’s where the money goes.

subpoena to explain various financial dealing of the firehouse. There
should be no need to do this as all financial matters regarding the
firehouse should be handled by the Chief Financial Officer of the town,
not a treasurer of a private fire dept. Case law in Ct clearly shows that a
fire dept is a town agency.”
Mr. DeAngelis makes it sound like his entire FOI fiasco is some sort of Federal Indictment of the MVFD Inc. Treasurer, and alludes that there must be some sort of wrongdoing. As already stated, the MVFD Inc. Treasurer does not handle any taxpayer funds, he handles the club side of the organization. He is bonded, and the MVFD spends its own funds each year to have its own books privately audited.
Therefore the MVFD Inc. Treasurer’s appearance at any FOI hearing would not only be a waste of everyone's time, but totally irrelevant.
The notion that taxpayers should pay the Middlebury CFO to handle the books of a private organization that raises its own funds is ridiculous. Perhaps Mr. DeAngelis also believes that the Town’s CFO should also handle the books of the Cub Scouts as well.

Mr. DeAngelis speaks about personal vendettas. Mr. DeAngelis appears to be acting as chief spokesman for the individual who has the largest personal vendetta in Town.
When Mr. St. John left office and Tom Gormley took over there was a huge sigh of relief felt throughout this community. Mr. Gormley and Mr. Desmarais disbanded the fire commission which was the hallmark of Mr. St. John’s personal vendetta against the MVFD. Mr. Gormley’s open door policy gave residents a chance to closely interact with their First Selectman. Tom Gormley is a refreshing and much overdue change to this community.
As for improving Town services? The Town already enjoys an excellent Police Department, Fire Department and Public works. I don’t know how anyone could improve on these organizations, especially when Mr. DeAngelis is demanding more spending cuts to the very organizations he seeks to improve.

I don't think that anyone in his right mind believes that everything is wrong with Middlebury. Deangelis made some sort of sense a few years ago when he originally picked on Ed St. John and the bloated Public Works.
But now he is picking on everybody and every thing - except Ed St. John.
Really. Is everybody in Middlebury incompetent? Is every decision wrong? Is every unpaid volunteer trying to ruin Middlebury?
I don't think so. And neither does anybody else.
Do yourself a favor. Make yourself a promise. Stop looking at his internet cesspool.
Yes, it is so outrageous that it is almost funny, but it also encourages him. Tune him out. Don't talk about him. Maybe he'll take up porn or something else to occupy his hours in the basement.

Do you know what a 501 C-3 is? It's a not-for-profit organization. That is what the MVFD, Inc. is. As was said elsewhere, the IRS reviews the return every year, as they look at all 501's. There is no profit. All the money is used in a manner consistent with the 501 C-3 rules. Try again............

I think I might have said this elsewhere, but it bears repeating.
Read the tax return CAREFULLY. 800,000.00 in NET ASSETS. That includes the value of all property that the MVFD, Inc. owns, which includes the value of the primary ambulance, and also includes the roughly 300,000 from the Radio grant. 501 C-3's are required to report their net worth, not just cash in and out. Easy enough for a retired librarian to twist into 800,000 in the bank. And by the way, it's not in the bank. It's locked in the secret bank vault the MVFD, Inc. had installed behind a secret hidden door in the basement of the firehouse, back when ESTJ was the Chief.
Since the new ambulance has cost the MVFD nearly $200,000.00, the magic $800,000.00 number has dropped substantially. In an effort to replenish this imaginary treasury, the MVFD will be hosting a Ziti Dinner on October 18 at 7:00 PM at the Firehouse.
This $5,000.00 a plate fund-raising dinner promises to be an evening to remember. Tours will be given of the secret room in the basement of Fire HQ where the MVFD stores its $800,000 and also the firehouse hallway, where the portrait of the Town’s most beloved First Selectman hangs.
Entertainment for the evening will include Kelli Bollard who will be belting out all Pat DeAngelis’s greatest hits including, Those FOI Blues, and I Got No Chrome Wheels. Hope to see you all there.

I've been having a premonition about something. The forewarning is getting stronger and stronger.
Here's what I think. The ghost hunters Lorraine Warren and Tony Spera are coming to Middlebury. They must be here now. My psychic receptors are going crazy.
I think they're reacting to all the evil lurking around Middlebury. We don't often call it evil - but it is evil. Lorraine and Tony have a strong connection to the spirit world. I mean the good spirit world. I'm worried that they will sense the growing evil in Middlebury and do something about it. I just hope they don't smote the entire town.

There are evil forces gathering in Middlebury tonight. I don't know what the hell is going on but I don't like it. Spirits from the past are making their presence known. Maybe it is the DNA in the firehouse somehow coming alive.

First, you keep referring to trucks, as it they are some sort of toy. These “trucks” are not for firefighters. They are for you! If your house catches on fire it will be all of these “trucks” showing up at your door, along with our dedicated firefighters, that will save your house. These are tools firefighters used to do their job that they volunteer and risk their lives to do. All they ask is that these vehicles are safe.
You seem to be content for these firefighters to drive around in vehicles over 20 years old and in some cases 30 years old. Would you put your family in such a machine? I personally care about each and everyone of these individuals, and the safety of these folks should be all of our business!
You also need to get your facts straight. It was not the MVFD who left Mr. St. John. It was Mr. St. John who left the MVFD. His insatiable desire to settle what he perceived as a political score, alienated him from the Department that once held him in such high regard.
Since 2004, there is a new generation of firefighters who have joined the Department. They, like their predecessors, are a dedicated group of people. They look at Mr. St. John as someone who attempted to try to destroy the Department, and someone still working against the Department to this day through the hateful words of Mr. DeAngelis.
It is a real shame, that is how things turned out.

Paranormal Disturbances Shake Middlebury
Bolts of lightning rained down on Quassapaug Road Saturday night about 8:30 PM, completely destroying the Calabrese Engineering offices and surrounding area. First responders from the Watertown Volunteer Fire Department alerted Middlebury dispatch of a glowing toxic cloud that was slowly drifting south in the direction of Middlebury. Arriving shortly in a chrome wheeled Ford Expedition, Fire Chief Paul Perrotti and Police Chief Richard Giusti quickly assessed the situation and placed an emergency call to Pomperaug High School in Southbury. Speaking to reporters who asked for details, Perrotti responded "No, this isn't the dirty work of Region 15, although Giusti is suspicious, I can see that it is far more evil than anything that Dr. Sippi has done to Middlebury - so I'm bringing in Lorraine Warren and Tony Spera, the famous psychic ghost hunters who happen to be in town. They have the psychic ability to tell us about all of this."
Minutes later Mrs. Warren and Mr. Spera arrived at the burned out area that had become safe to approach. Guisti surveyed the burned out cars and called Perrotti over. "Look, there's St. John's Mountaineer, and that's Jim Smith's car, and that one belongs to Heidkamp. I think the whole Republican Town Committee was meeting in there."
"What about the toxic cloud?", asked Perrotti, "it will drift into Middlebury in a few minutes, what should we do?"
Lorraine Warren quickly pulled Perrotti and Giusti into a circle with Tony Spera. "I'm sensing a truly evil purpose here", she said, "they were resurrecting a demon - a demon from the past that would erase everything good as powers were gained". "Can you think of such a demon that the Middlebury Republican Town Committee would be resurrecting?", she asked.
"Ed St. John", shouted Giusti and Perrotti simultaneously, "they were meeting to bring Ed St. John back to power."
"Is Ed. St John really such a demon?", asked psychic Spera. "Oh yes!", responded Perrotti, "he's been planning a comeback for quite a while, this secret meeting is something we should have expected."
The two psychics rode back to Middlebury with Giusti and Perrotti in the chrome wheeled Expedition, pulling ahead of the toxic cloud. "You must fight this toxic cloud with something equally evil", said Mrs. Warren, "you must quickly awaken the most evil force in Middlebury. The awakening of that force will dissipate the toxic cloud."
Perrotti thought quickly, then radioed ahead to the Tucker Hill Fire Department, "send out Engines 3 and 4", he commanded. The two gleaming American LaFrance firetrucks were pulling out of the bays as Perrotti signaled them "follow me!", and he led them down Middlebury Road and up onto Yale Avenue. "Pull alongside me!" as he turned left onto Townsend Street, veering right across White Avenue, through the front yards and onto 162 White Avenue, "pedal down!" as the Expedition and the careening fire trucks hit the house off its foundation, through the back yard and into Straw Pond.
The sky immediately flashed orange and purple as the toxic cloud vaporized above.
"I've never experienced so much evil at one time", exclaimed psychic Warren, "but now it is gone. It's totally gone."
"I'd call this an exorcism", said psychic Spera, "there were more than twenty distinct demons in that cloud and that house -- all gone now".
"What about Region 15?", asked Giusti, "as long as we're cleaning things up why don't we call out another Fire Truck and level the Region 15 offices?"
Not Bad.
I can't wait for the next episode. Will real evil be exorcised from Middlebury, or do we need to bring back the Warrens next year?
I am sleeping with a garlic wreath around my neck tonight, just to make sure.
Shutter the thought that the evil one will return and curse this fine land with his evilness next November.
Perhaps the FOI sage can be reasoned with. Alas, what weapon do us mere mortals have to defend from such a horrific attack? Perhaps only our better judgement and our voting ballot. But tune in next time.
