There will be no list of petition signing residents published on this blog. Signing a petition is just as much about democracy and freedom of speech, as holding a Town Meeting. The people who signed this petition are entitled to voice their opinion, and I believe also entitled to their privacy as residents, without their names being paraded through the Town Square as if they were 18th century witches.

The Town will conduct a referendum which will cost $2500. The MVFD will make an appeal to residents to support the purchase of a new pumper, in which a majority of the purchase price has already been paid for. The BOS and BOF have made it clear that purchasing the pumper now, will not have an affect on taxes.
If the referendum on the pumper fails, it fails. As a taxpaying resident, I think it would be huge mistake. The Town can no longer continue to hide its head in the sand year after year and not address apparatus replacement. To me it’s reckless. As stated numerous times on this blog, such action not only jeopardizes firefighter safety, but also the safety of our residents.
In addition to this, the tax hike that awaits residents down the road when additional pieces of fire apparatus will be added to the list, will be absolutely staggering. Delaying the inevitable, only exasperates the problem. See Foreshadowing Of Things To Come. Our taxes will not be going down next year. They will be rising again, with an unchecked Region 15.
The apparatus will get more expensive. After January 1, 2009, the price of the pumper will jump $40,000.00 to $45,000.00.
Purchasing the pumper now will help blunt the huge tax increase that will result later.

I just got back from the Town Meeting. Here are my observations.
Many people in the audience are angry at Eddie and the sins he committed in the past. They needed to vent. Eddie did not show up. So where do they direct their anger? Of course. They direct their anger at Tommy and Paul. Both of them very cool under undeserved pressure.
Elaine doesn't sit with the Selectmen and doesn't answer questions. She sits on her hands and remains silent when questions are raised, preferring silence.
Public Works employees strangely silent when questions about bidding came up. Stuck it to Tommy. Way to go, guys. Eddie will surely reward you.
Savarese cannot answer a simple question with a simple answer. He's gotta go. Don't bring back Jim Smith. Hell no. I'd rather they bring back Dana D'angelo.
Some real dummies in this town. Stupidest question regarding equipment already sold "is it safe to drive?" Another idiot asked the same question about a loader. No wonder the damn meeting went almost 2 hours.

The smartest guy in the room was Michael Marcucci, the guy moderating the meeting. He kept the room completely under control using discipline, firmness, and humor. This same guy ran the Charter Commission.
He is smart enough not to run for public office. Too bad.
Marcucci is the same guy who tried to ram the doctor's charter down our throats. He plays both sides of the fence. Watch this guy...

I attended most of the charter revision meetings. Marcucci was completely evenhanded. He gave Paul the opportunity to speak whenever he came. Marcucci did not stuff the ballot box. The charter represented the vote of the members, like it or not.
As we all know,the charter was voted down.
Marcucci attends many of the MVFD events and fundraisers. He supported Brennan as campaign manager. Deangelis HATES Marcucci. Deangelis calls him Micky Marcucci. Marcucci is definitely NOT St. John's lap dog.
Let's set the record straight. Mike Marcucci is a nice guy and yes he did do a good job at the town meeting. The whole 'adress the moderator' thing was a bit corny, but hey, no big deal.
As far as the charter is concerned, here's how I see it; everyone on the charter revision committee was hand picked by Dr. Dirty himself. He placed a legal notice for justice of the peace, then stacked the commission with all his cronies. Not one Eddie hater in the bunch. I also went to most of the revision meetings ( I missed the one with the seniors). They one and only person in favor of the fire commission was the chairman of the temporary fire commission. Even good ol' Hal Lynch was against it. So don't blow smoke up my wazoo and tell me Mike had nothing to do with it. And what did he get for failing in his mission? That's right, Eddie kicked him to the curb. Let's see what happens when the P.h.d. returns to power...

The money is in a capital replacement fund for the "future replacement of apparatus". About $75K goes in every year. There's about $350K now.
That is not a "rainy day fund" except in your mind. It is a reserve for depreciation that is a generally accepted accounting practice.
Dayton explained it at the meeting in response to questions. Marcucci made sure the questioner accepted the answer.

First off, the money is not in a "rainy day" fund. If you were at the town meeting, or bothered to verify facts before speaking, you would know that the money is in a designated "apparatus replacement" fund. Secondly, I'll still hold Southbury to blame. The number of houses in Middlebury with school-age children does affect our proportion of the Region funding. However, when Middlebury residents consistently reject the Region budget, but are out-voted consistently in Southbury, how can that have anything to do with the number of homes in Middlebury. The Region doesn't even bother to try and sell the budget in Middlebury. Why, you might ask? No reason to, since our votes really don't matter in the larger scheme of things. They get all the Southbury moms and dads to write letters in support of the budget. Rarely have I ever seen a Middlebury resident write in support of the Region. There is no holding the Region accountable when they just ignore us. So, let's stop whining about the town budget, and see what can be done to keep the Region in line next year. Let's put the blame for our taxes where it belongs. Take a look at the programs at Pomperaug. I can assure you that there are plenty of frivolous programs, and frivolous administrative staff, that could be eliminated. I have school-age children in the Region, and I support education. But, we, as taxpayers, need to draw the line with the Region, just as we have drawn the line with the town budget.
Seems this thread is about the school budget! The biggest issue there is that we pay roughly 40% of all new class room construction needed for new students from Southbury. It is fact and needs to be corrected. Fix that and our budget problems will be far fewer. Hey Pat, why don't you set your sights on that one for a while.
This thread needs to get back to the referendum. Let's do the schools immediately after the referendum is passed.

If the apparatus replacement fund had been funded properly over the last 20 years then there would always be enough money to replace equipment. But if you treat capital reserves as a "cookie jar", say for keeping taxes low one year - then you're just making it worse the next year.
Everyone in Middlebury learned that from the financial expert Kelli Bollard. She "found" reserve money and lowered our taxes last year. Took a lot of bows. Big hero. Board of Finance here we come!

I drove through Brookside tonight. You will not believe the number of kids there. Not dozens. Hundreds. The little toddlers will shortly enter Region 15. Your taxes will shortly enter the stratosphere.
