Elaine has been a selectman for 10 years or so. She knows how the budget process works. She ought to know a tiny bit about accounting and financial statements.
Elaine should know that the MVFD has a capital replacement account that gets funded with about $75,000 per year to keep the apparatus up to date. In a town of about 7500 that comes to $10 per year per person or about $50 for a family of five. Not really a lot to keep the fire department up to date.
But what happened? I'll tell you.

Elaine went along with Eddie and held up the replacements. She did that during relatively "flush times" when Eddie was running the "Construction Company" full blast with bright shiny green trucks and fancy gold pin striping.
Did Elaine ever speak up?
No.
Not according to any Selectmens minutes or by any actions that I can remember.
Elaine and Eddie are responsible for holding up the periodic scheduled replacement of fire equipment. For purely political reasons. Now, in 2008, we have aging equipment and have not kept the schedule that would have been fairly painless (remember, $50 per year per family) to afford.
Gormley is trying to unload the green trucks, but who wants them now?
Elaine has plenty of blame on her hands. And now she wants a referendum so that she is popular with the White Avenue crowd.

I can see through the smokescreen that is being blown by Pattie on behalf of Eddie. The problem is not Gormley. Pattie can blow as much smoke as he wants.
The problem is the sins of the past coming home to roost. The problem is the lying and distortions of Pattie and his kool-aid drinking lemmings. I'm OK with a referendum, but I'm not happy with the distortions. Eddie and Elaine caused the problems. Elaine is still causing them. Elaine is trying to cover up her complicity by blaming Gormley.

Hey! Maybe Middlebury's problems are solved!
If you take the $800K and add the $956K you get $1.756 Million dollars.
Now you subtract the 100 additional Middlebury kids (you know, Brookside, Ridgewood, etc.) going into Region 15 at $13K each, or $1.3 million dollars and you still have $456K left over which is enough to buy a pretty bad-ass fire truck.
Once again, win-win!
Speaking of school kids, one well known family in Middlebury is home schooling three children.
Let's calculate the savings:
3 x $13K/year = $39K/year that they are personally saving Middlebury taxpayers.
Over 12 years we are talking about half a million dollars that they are saving Middlebury.
Why doesn't Deangelis mint a hero award for this family?
He would if he could use other people's money, since he has none of his own. Wait, that's not true. He earns money prostituting himself out to the MRTC and their exalted leader, the Doctor...
