“Finance Bd meeting shows Perrotti spent $6800.00 on one budget item when his allocation for the item was$500.00. Now do you see why we FOI his accounts?
Now do you see how the Finance Bd countenances careless overspending? And why is the town spending the $ 6300 to pay this overdraft? And how do things like this happen? Who is keeping an eye on departmental spending?”
Got it wrong again. It would seem that Mr. DeAngelis, Mrs. Bollard, and Mr. McCormack don’t know the difference between taxpayer money and donations from tax exempt organizations.
For years Westover School, an organization that does not pay taxes in Town, has donated a large sum of money to various departments in Town. That included the MVFD, the Police, and Library. What some on the BOF have incorrectly stated is, that this donation is paid in lieu of paying taxes. That is not true. Westover is a school and therefore is tax exempt. They don’t have to pay taxes and they don’t have to give a donation. The donation is not taxpayer money. They give this donation because they are a wonderful organization that appreciates the various Town departments that help them throughout the year.
In the past the MVFD has received $10,000.00 per year. Former First Selectman Ed St. John used to take $2500 of that money and use it for the Town-wide Employee appreciation picnic. The rest of the money was given to the MVFD to spend as they wish through a Town account.
What is important here is that there are no restrictions on how this money is spent. It is a gift. The MVFD could do what they want with it. Chiefs have used it throughout the years to try to make up where their budgets fell short. One year Chief Perrotti used the money to pay for on-spot chains for Truck 1.
Many years the money is used to purchase fire gear and dress uniforms for new members. The dress uniforms are ordered in the winter so they are ready in the summer. Chief Perrotti ordered new uniforms as he has done in the past, expecting to pay for them as he has also done in the past out of the Westover account.
So what happened? During the budget talks, some members of the BOF thought they had the power to confiscate this money from the MVFD and dump it into the General Fund. WRONG! They did this after the uniforms had already been ordered. This action was totally contrary to the intentions of Westover School and the School sent a letter to the Town stating that the money should go back directly to the MVFD.
When the uniform bill came in last summer, Chief Perrotti issued it to be paid out of the Westover account. The bill was not paid, until it was approved the other night at a BOF meeting.
Once again, Mr. DeAngelis does not have his facts straight. Taking money that was donated to the MVFD was totally against the intentions of those at Westover. The result is that next year, Westover will issue the check directly to the MVFD, and bypass the Town all together.

well why doesn't the mfd use the "westover donation" to pay for the new truck they want ?
why does a donation have to mean get new toys ?
why isn't the "donation" taxpayer money ?
after all it goes to the TOWN.
It could help to keep our taxes lower
Wow Pattie - you are quick to post tonight. I won't argue with you - I would have a better chance getting my dog to understand. Oh and by the way - very creative writing on your other posts today, I guess the library you worked in didn't include any journalism or accounting books. I would ask who your source is but who needs sources when you can make up any numbers you want.
Back in 1935 the MVFD saved Westover from burning down. I'm sure they appreciate that. I'm also sure that headmistress Ann Pollina did not appreciate writing a letter to override the politicized BOF, but she wrote it.
Let's pray that Westover doesn't move from Middlebury. They could easily sell their property to developers and go to a town that appreciates them.
They do not need to "gift" the town any money. But they do.
What the hell is wrong with our BOF?
So why does it go all to the FD ?
It should go to the town.
If it MUST be given to the FD, then let them put it to the truck replacement fund.
Hey, Stuck on Stupid, why is this so hard to understand? Now you want Westover to buy the Town a new fire 'truck'? I'll type this next part very slowly so you can get it. That money is a gift. G.I.F.T. Giiiffftttt. It's not tax money. It's not from the oblivion fund. It's not your money, and Westover dosen't have to give it. I bet you're one of those s.o.b.'s that took your kid's birthday money and spent it on yourself. You're trying to kill the goose that laid the golden egg by shoving your hand up it's ass! You'll kill it, alright, but it won't be gold on your hand...
"So why does it go to the MVFD?"
Well because that is what Westover explicitly stated. Isn't is stealing if someone else takes money when you give a gift. Kind of like taking the envolopes at a wedding right.
More Deangelis Smoke
I just read the minutes of the Board of Finance meeting. Regarding the fire department item, read this:
Mr. Cipriano made a MOTION to transfer $6,303 from Contingency to Fire Department Wearing Apparel. Mr. Asselin SECONDED and the MOTION was unanimously APPROVED.
Was there an argument about that? It doesn't seem that way.
And what about the $800,000 that was "found"? Was that in the pending CFO report that is still being audited? Where did Deangelis get that report from? Was it Bollard or McCormack? Why doesn't Deangelis show us the page(s) in question.
Blowing smoke. Stirring up trouble.
That's Pat!
It goes to the fire dept because we respond to a lot of calls a westover. This is there thank you for that. Is that hard to Understand. And WE who get up late at night appreciate that.
"ourmoneypit... Mike
Belden, Chief Financial
Officer of Town, resigns"
Did anyone ever think that maybe poor Mike Belden might want to go to the private sector, where the odds of being constantly bombarded with FOI requests by former "librarians" is next to impossible? Maybe he got tired of having to constantly appear before the FOI commission, answering the same silly questions over and over again. Maybe, just maybe, he's tired of it all, like the majority of the rest of us here in town. Maybe he felt that the time was right to get the hell out of Dodge, before the roof finally collapses totally on Washington Drive. Who knows? Certainly not the noble wordsmith of White Ave.
